I can tell you, as an experienced PR writer, that savvier clients have been requesting specific reading levels for (at least) decades. At first, it was simply so that their communications would be understood. Then, it translated into SEO strategy. And nowadays (esp. here on Medium), it may well translate into higher earnings for bloggers. And that's a primary goal for many writing here. (Not my own goal, btw--not that I don't like $$$, of course.)
